Albania signed the Memorandum on Economic and Financial Politics with the IMF for 2003.The Memorandum serves to consolidate the policy of sustainable development, as well as economic and social stability of the country. The signing of the Memorandum is considered as an important commitment for 2003 that reconfirms the successful and serious cooperation of Albania with the IMF.

The document contains the essence of the government mid-term program of development and cooperation with the IMF. The program aims at stabilizing economic growth at the level of 6%. Under this program, Albania is seeking to maintain the inflation within limits of - 4% with a budget deficit of 6.5%.
The list of the Albanian government's priorities includes the fight against fiscal evasion and corruption of public administration, particularly in customs and tax administration.
